Payroll Accounting Analyst

POSITION SUMMARY: The Payroll Accounting Analyst collaborates with Human Resources to effectively administer the district’s payroll and time and attendance systems. Responsible for providing advanced technical work involving the performance of specialized duties relating to our payroll, time & attendance, and human resource information systems (HRIS). This role involves compiling and calculating statistical payroll and HRIS data, compiling reports from the data, processing, and balancing payrolls, and maintaining and verifying time and attendance. Also participates in payroll technology improvement initiatives.
MINIMUM REQUIREMENTS EDUCATION:
Bachelor’s degree from an accredited college or university or equivalent combination of experience and education required.
EXPERIENCE:
• 4 years of professional experience in Accounting, Finance, Business Administration or related field preferred.• Kronos and Lawson Payroll experience preferred. KNOWLEDGE, SKILLS & ABILITIES• Knowledge of applicable laws, codes, regulations, standards, methods and practices related to public school payroll systems, retirement systems, and employee benefits; basic accounting principles as related to payroll processing; customer service skills, standard office practices and procedures.• Advanced skills in software applications related to payroll/accounting systems; principles and techniques of technical record keeping.• Demonstrated ability to analyze, compare and interpret data, format into reports and make judgments based upon this knowledge.• Demonstrated accuracy and attention to details.• Demonstrated ability to communicate effectively both verbally and in writing.• Ability to perform duties with relative independence and the capacity to work as part of a team when required.• Ability to perform multiple assignments simultaneously.• Skills in using Microsoft Office software, Lawson financial system and Kronos for advanced analysis and useful reporting Proficient in Outlook, Excel and Word.• Strong personal computer and business solutions software skills.• Must be helpful, respectful, approachable and team oriented, building strong working relationships in a team environment.• Must demonstrate efficiency by planning, managing time well, having consistent attendance, being on time, being cost conscious and thinking of better ways to do things.• Must achieve excellence in work output while adhering to company policies and regulatory requirements.• Must communicate effectively by listening, writing, and speaking clearly and accurately and keeping the team and management informed.• Must be receptive to feedback, willing to learn and welcome continuous improvement.• Must promote cross-training within the department and be willing to help coworkers during absences and high-volume events.• Ability to take initiative by owning assignments, doing what is needed without being asked and demonstrated follow through.• Possess complete integrity and a high sense of personal and professional ethics.• Proven ability to work under pressure.• Ability to successfully deal with all persons in a fair and equitable manner.• Ability to prepare clear, concise, and accurate correspondence, reports and other written materials; organize, set priorities and exercise sound independent judgement within areas of responsibility.• Maintains complex and confidential records and files; works confidentially with discretion.• Ability to multitask. Establish and maintain effective relationships with district administrators, management, staff, employee representatives, representatives of other governmental agencies, the public and others contacted in the course of work.
ESSENTIAL DUTIES:
• Understands and performs all phases of the payroll process in accordance with internal procedures, policies, tools, and standards.• Handles complex activities such as reconciliations, journal entries/accruals, wire liability transmittals, manual checks, voiding checks, direct deposit reversals and benefit changes.• Utilizes a considerable knowledge of payroll policies and practices to perform complex payroll activities in support of accurate and timely payroll preparation, processing, and distribution.• Monitors and processes additions and modifications and ensures accurate accounting distribution and preparation of deductions.• Analyzes and processes changes on internal reports and makes corrections to internal applications.• Compiles data and prepares complex, statistical payroll reports including government (payroll tax returns) and compliance reporting.• Interfaces with employees and managers to answer questions regarding payroll matters, records, deductions, and procedures.• Makes recommendations on improving payroll processes and serves on project team for all systems updates, software implementations and in-service training.• Stays abreast and aware of new laws and regulations regarding payroll and/or tax related issues.• Adheres to the strict confidentiality of payroll records and other wage related employee issues.• Writes queries and prepares ad-hoc reports as requested; collects data and metrics to support quality control initiatives and key performance indicator reporting.• Maintains a high-level of customer service in the resolution of customer inquiries.• Required to have prompt, regular attendance in-person and be available to work on-site, in-person during regular business hours and as needed.• Performs other duties as assigned by an appropriate administrator or their representative.
