POSITION SUMMARY
The Procurement Manager for Facilities is responsible for leading the procurement practices and procedures for Facilities Services. They must adhere to the district's procurement policies while developing and managing the resources and operations of the Facilities Department. The manager is responsible for efficiently selecting, managing, and evaluating contract service providers that meet the department's outsourced needs. They supervise the Senior Buyer and other administrative staff in the review of contracts and solicitation of vendor goods and services within the Facilities Services Department. ESSENTIAL DUTIES
  • Manages Facilities Procurement functions, which includes assisting the Procurement Department with solicitation preparation and contract renewals.
  • Research market sources and vendors to locate and ensure the most effective and competitive pricing for the purchase of supplies and services.
  • Researches, prepares, receives, and evaluates quotes; recommends the award of the project.
  • Oversees workload of the department to maximize the efficiency of the team and meet organizational requirements.
  • Supervises assigned personnel (assists with interviews/recommendations/training) to enhance the productivity of the staff and ensure that department outcomes are achieved.
  • Maintains Facilities procurement information, files, and records to provide an up-to-date reference and audit trail for compliance.
  • Facilitates meetings to identify appropriate actions, develop recommendations, and support other staff.
  • Consults with Facilities personnel on procurement needs, research, and advises on the best methods of purchasing required goods and services and provides technical assistance.
  • Assists with pre-proposal and post-award conferences, and vendor mediation.
  • Required to have prompt, regular attendance in-person and be available to work on-site, in-person during regular business hours, and as needed.
  • Performs other duties as assigned by an appropriate administrator or their representative.

KNOWLEDGE, SKILLS & ABILITIES
  • Project management and organizational skills that routinely affect the Organization and/or the surrounding community in a demonstrable way.
  • Proficient in procurement policy and procedures, with an emphasis on governmental procurement
  • Proficient in Microsoft Office Suite, with advanced skills in Excel
  • Strong understanding of financial systems in an Enterprise Resource Planning (ERP)
  • Ability to manage multiple tasks, projects, and responsibilities.
  • Ability to make recommendations on various topics, whether detailed, controversial, complex, or simple
  • Ability to relate to a wide variety of people and to observe, listen, motivate, and provide leadership which results in the best environment.
  • Ability to apply critical thinking skills in rendering solutions to various issues.
  • Ability to manage financial, material, and human resources effectively.
  • Excellent communication skills, both verbal and written

MINIMUM REQUIREMENTS 
EDUCATION:
Bachelor's degree in accounting, finance, business administration, or a related field required. CERTIFICATION/LICENSE:
  • Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO) NIGP-CPP (National Institute of Governmental Purchasing - Certifed Procurement Professional), or Georgia Certified Purchasing Manager (GCPM) is required.
  • If the successful candidate does not already hold either a CPPO, NIGP-CPP certification or GCMP, they must obtain either of these within five (5) years of the date of hire.
 WORK EXPERIENCE:
  • 5 years of progressive experience in procurement
  • 2 years of leadership or supervisory experience (preferred)
  • Experience in government or school procurement (preferred)

Understand how to manage stress.Additional Work Conditions & Physical Abilities:  Will require travel to multiple sites.
